The short answer to this is that with the so-called democratic revolutions in places such as Panama, Nicaragua, El Salvador, and Guatemala in the late '80s, the administration suddenly finds itself in a position where it needs to flex its "muscles," and "do something" about the popular movements that have swept these countries away from the clutches of their long-standing authoritarian rulers. Adams wants to show that the road to democracy really is paved with good intentions, only to be sabotaged by the barbarians who might not appreciate (or probably won't understand) the system they have won.
